Federal Pacific Electric (FPE) panels with Stab-Lok breakers were installed in millions of North American homes from the 1950s to 1980s. They’ve since been recognized as defective — breakers don’t reliably trip when they should. The result is fires.
Why they’re dangerous
An electrical breaker exists to trip and cut power when a circuit overloads. Stab-Lok breakers fail to trip at a much higher rate than modern breakers — in some independent tests, up to 25% of the time. The fault rides through, the wires overheat, and the wall lights up.
The Canadian Standards Association and the Electrical Safety Authority both flag these as unsafe. Most insurance companies in Ontario refuse to insure homes with FPE panels still in service.
How to tell if you have one
- Open your panel door and look at the label inside. “Federal Pacific” or “FPE” clearly indicated.
- The breakers have a distinctive design — the handle has a notched slot at the bottom that’s wider than other brands.
- The handle colour might be red, black, or blue with white tip.
- The brand is also sometimes labelled “Federal Pioneer” (the Canadian operation).

What to do about it
The only proper fix is replacing the panel. We do FPE panel replacements regularly — usually $3,500–$6,000 installed, depending on the panel size and existing wiring. See panel upgrades.
What if I can’t afford the upgrade today?
Two interim steps that reduce risk (don’t eliminate it):
- Don’t add load. No EV chargers, no hot tubs, no second AC. We won’t install new circuits on these panels — we’ll only quote the panel replacement.
- Install hardwired smoke and CO detectors if you don’t have them.
- Insurance check — some insurers explicitly exclude electrical fires from FPE panels. Read your policy.
Newer Federal Pioneer panels (post-1991)
Confusing namespace — Federal Pioneer continued as a separate Canadian brand and now makes safe, code-compliant panels. The dangerous ones are older Federal Pacific / Federal Pioneer Stab-Lok specifically. If you bought a home with an FPE label from the 1960s–1980s, you have the problem ones.
Other panels to watch
Zinsco panels (less common in Canada) have similar reliability issues. Sylvania-Challenger panels from certain eras are also flagged. We’ll recommend replacement on any of these if we’re working on your panel.
